I need a little help about customs..

I am staying in Germany and i bought a bba from Ebay. The last week come a letter from German customs and asked me to go there with my paypal reciept. The seller put 1500 yen for value of item and 500 yen for shipping. First question : They are know the real value of item? and if i take paypal receipt from another item who came almost the same time with bba its possible to found it?
