Before you try to open a safe, save your game. To open the safe: clicking left arrow to get 28 to be under the top arrow, right arrow to 11 and left arrow to 49. You will hear a click and then you can click on safe handle. If you made a mistake, re-load your saved game.

Once the safe has been opened, inside is a small drawer with slots with the letters A, E (3), H, L, R, S, T, U, V and W. Notice the poster above the radio just outside the safe. You will find the answer there in a song that Patrick sings. The answer to open this second hidden door is: Rule the Waves.
